Seminar on Administrative Weigh-In-Motion Systems — event report
In late March 2026, a seminar was held on the prospects for implementing dynamic vehicle weighing systems (Weigh-In-Motion) operating in direct enforcement mode — so-called administrative systems — in Poland. The event served as a platform for the exchange of knowledge and a summary of the research carried out under the “Polish Metrology” programme.
Nearly 50 people attended the seminar, which brought together a highly qualified and diverse audience. The room included representatives of the scientific community, public administration, research centres and companies manufacturing modern WIM systems. Particularly important from the standpoint of the practical deployment of WIM systems was the presence of representatives of the Road Transport Inspectorate (ITD). The international character of the meeting was underscored by the participation of speakers from abroad.
The main goal of the meeting was a substantive discussion on Poland's technical, metrological and legal readiness to introduce a fully automated system that would allow penalties for vehicle overloading to be imposed without the need to stop the vehicles — effectively removing the so-called “invisible road destroyers” from the roads.
The seminar featured many interesting presentations, which included, among others:
- Long-term evaluation of WIM system performance, analysis of the influence of environmental parameters on their operation, and assessment of measurement data quality.
- A discussion of the practical implementation of WIM systems for direct enforcement, based on the experience of the International Society for Weigh-In-Motion (IS-WIM).
- An analysis of the reliability of dynamic vehicle mass measurement performed during a single pass in the context of automatic penalty imposition.
The diversity of topics, the high substantive level of the presentations and the presence of experts from many fields sparked a lively and valuable discussion. The exchange of views between technology developers, researchers from AGH and GUM, and the enforcement authorities (ITD) is an important step towards creating an effective and fair system for protecting road infrastructure in Poland.
